PROBLEM TO BE SOLVED: To provide a communication device and a communication program capable of suppressing communication delay even in the case that the communication is performed between applications using UDP packets via a gateway.SOLUTION: A communication device comprises: an acquisition part acquiring an UDP packet transmitted from a local application; a connection part establishing a plurality of TCP connections between a local terminal and a gateway; and a communication part generating a TCP packet from the acquired UDP packet, and transmitting the TCP packet from the local terminal to the gateway by the TCP connections.
