PROBLEM TO BE SOLVED: To provide a video conference system capable of easily realizing a video conference even if main terminal devices installed at respective bases are not equipped with moving image photographing functions, when performing the video conference among the plural bases.SOLUTION: A video conference system (1) comprises: plural main terminal devices (10) respectively equipped with displays (11) and connected so as to be communicable with each other; and portable terminal devices (20) which are provided with cameras (24) and each connected with one of the main terminal devices (10) and each transmits to the main terminal device (10) the moving image signal of a moving image photographed by the camera (24). When a main terminal device (10) connected with a portable terminal device (20) receives a moving image signal from the portable terminal device (20), the main terminal device (10) transmits the moving image signal to another main terminal device (10). When each main terminal device (10) receives a moving image signal from a main terminal device (10) other than itself, the main terminal device (10) displays a moving image based on the moving image signal on the display (11) of itself.
