Zusammenfassung:	PROBLEM TO BE SOLVED: To enable improving safety in a plant for a supporting structure of a pipe connecting device.SOLUTION: A pipe connecting device comprises: a base plate 101 on which a second auxiliary water supply pump 52 is supported; a supporting device that supports the base plate 101 independently from a branch water supply pipe 53 with respect to ground G so that the base plate 101 is freely movable; and a seismic isolation device 111 disposed between the ground G and the base plate 101. The base plate 101 is movable in a horizontal direction with respect to a support plate 106 on the ground G by an upper guide, a lower guide, and a guide member. A plurality of elastic members 114 are fixed on a lower frame 112 of the base plate 101 and are in contact with a friction plate 115 fixed on the support plate 106, so as to function as an attenuation member that absorbs vibration in the horizontal direction. A spring member 116 is interposed between the base plate 101 and the support plate 106, so that it is possible to return the base plate 101 to a reference position by the spring force of the spring member 116.
