PROBLEM TO BE SOLVED: To reduce the labor of the operator of an OpS, and to reduce a corresponding labor in the EOL (End Of Life) of the server of the OpS or in the specification change or model change of an NE (Network Element) in a network constituted of a plurality of vendors and a plurality of types of NE.SOLUTION: An OpS device 200 includes a definition file for performing a command input to an NE 300 or event notification from the NE 300 for each vendor and model of the NE 300. Then, the OpS device 200 refers to the definition file in the case of interpreting the command input to the NE 300 or the event notification from the NE 300. The input order definition file of a command in the definition file may include not only the file described in a CSV (Comma Separated Values) format but also the file described in a script format.
