PROBLEM TO BE SOLVED: To provide a network system etc. capable of reducing a necessary resource without need of changing a content even at the retransmission of a request packet.SOLUTION: A communication management unit 140 of a controller 1, on receiving a response packet to a transmitted request packet at broadcast communication in which the request packet is broadcast transmitted, transmits a response suspension instruction packet to suspend a response to the broadcast request packet to a communication apparatus which is the transmission source of the request packet by broadcast. On receiving the response suspension instruction packet, the communication apparatus suspends a response to the request packet by broadcast until a predetermined condition is satisfied.
