Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a steering machine capable of preventing damage from being caused by a dynamic behavior of a steering shaft.SOLUTION: A steering machine 100 includes a steering shaft 1, a driving source 6a, and a gear mechanism that transmits a driving force of the driving source 6a to the steering shaft 1. The steering shaft 1 has a clutch mechanism 40 movable in a vertical or oblique direction with respect to an axial direction. Additionally, the steering machine 100 includes a damper that is installed on the periphery of the steering shaft 1 and that buffers rotation around the axis line of the steering shaft 1. An influence of a dynamic load input into the gear mechanism is reduced by a rapid change in the rotation direction of the steering shaft.
