PROBLEM TO BE SOLVED: To shorten startup time.SOLUTION: A read/write control unit controls the writing and reading of data to a nonvolatile memory having a plurality of blocks, by setting as a block a unit in which data erasure is performed. The nonvolatile memory stores order information indicating the order of blocks for writing data; and according to the order indicated by the order information, the read/write control unit selects a write target block that is a block to which the data is to be written and writes the data. This technique can apply, for example, to the control of a nonvolatile memory such as a flash memory.
