PROBLEM TO BE SOLVED: To provide a charging member that suppresses the generation of a banding image due to vibration of a photoreceptor in order to maintain image quality of electrophotographic devices in association with an increase in operation speed and a reduction in price of recent electrophotographic devices; and a process cartridge and an electrophotographic device capable of forming high-quality electrophotographic images.SOLUTION: There is provided a charging member includes a conductive support, a conductive elastic layer, and a surface layer. The elastic layer contains a resin having an epichlorohydrin chain in molecular structure, and a specific flavonoid compound having two or more hydroxyl groups in molecular structure. Also provided are a process cartridge and an electrophotographic device using the charging member.
