RADIO BASE STATION AND COMMUNICATION CONTROL METHOD

PROBLEM TO BE SOLVED: To reduce or prevent disconnection between a user device and a communication network.SOLUTION: A radio base station has a macro cell, and the macro cell forms a macro cell area to perform radio communication with a user device existing in the macro cell area by using a first frequency. The radio base station also has a small cell, and the small cell uses smaller transmission power than the macro cell and forms a small cell area of which coverage area is smaller than the macro cell area to perform radio communication with a user device existing in the small cell area by using a second frequency different from the first frequency. The base ration station comprises a handover control unit. When a user device which can communicate by the first frequency and the second frequency performs origination in the small cell area, the handover control unit controls the user device to cause handover of the user device from the small cell to the macro cell.
