PROBLEM TO BE SOLVED: To actively remove a fogging toner on an image carrier, while achieving a reduction in size of an apparatus.SOLUTION: An image forming apparatus 10 includes a photoconductor drum 19 on which electrostatic latent images are formed, a developing roll 46a that attaches toner to the electrostatic latent images to form toner images, and a transfer roll 28 that transfers the toner images onto copying paper P. A collecting member 50 is arranged between the developing roll 46a and the transfer roll 28 to be in contact with a lower part of the photoconductor drum 19, and collects a toner present outside the maximum area where the toner images are formed on the photoconductor drum 19.
