PROBLEM TO BE SOLVED: To provide an internal short circuit determination circuit and the like, which can secure safety when a short circuit occurs within a battery unit consisting of a plurality of secondary batteries.SOLUTION: Capacitance value acquisition means acquires a first capacitance value and a second capacitance value on the basis of a first voltage value of a battery unit detected by voltage detection means when current flowing through the battery unit is equal to or lower than a predetermined value, and a second voltage value of the battery unit detected by the voltage detection means after elapse of a predetermined time from the detection of the voltage, and further acquires a third capacitance value on the basis of the value of current flowing in the predetermined time. Short circuit detection means subtracts the second capacitance value and the third capacitance value from the first capacitance value to calculate a fourth capacitance value, and, on the basis of the fourth capacitance value, determines whether or not the battery unit is internally short-circuited.
