Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a rubber composition for a base tread capable of improving fuel consumption property and fracture strength resistance in a good balance and to provide a tire.SOLUTION: The invention relates to a rubber composition for a base tread having the content of a conjugated diene-based polymer obtained by reacting a compound represented by the formula (II) to a terminal of a conjugated diene-based polymer having a constitutional unit based on a compound represented by the formula (I) (the content is 0.01 to 20 mass%) of 5 mass% or more and the content of silica of 5 to 150 pts.mass based on 100 pts.mass of a rubber component.
