PROBLEM TO BE SOLVED: To measure radio quality of an area even when the area does not include a mobile station that is connecting with a network.SOLUTION: An MME (Mobility Management Entity) 10 comprises a paging signal transmission unit 14, a mobile station selection unit 13, and a base station interface unit 15. The paging signal transmission unit 14 transmits a paging signal. The mobile station selection unit 13 selects a mobile station of which position transmitted from the mobile station in response to reception of the paging signal is the closest to a target position of radio quality measurement. The base station interface unit 15 requests the selected mobile station to transmit the radio quality, and then receives radio quality information transmitted from the mobile station in response to the request.
