PROBLEM TO BE SOLVED: To provide a communication device which reduces a load on a communication network.SOLUTION: A base station (40) which communicates with a plurality of terminals (10) via a radio communication network, comprises: a time information acquisition unit for acquiring the number of types of time information which correspond to the number of terminals that are to communicate with the base station and specify at what time the terminals (10) communicate with the base station; a group registration unit for registering each terminal that is to communicate with the base station, with one of a plurality of terminal groups; and a time information setting unit for setting the respective types of time information acquired by the time information acquisition unit for the respective terminal groups in order to prevent overlap among the terminal groups. The base station (40) transmits to each terminal the time information set for the terminal group with which the terminal is registered.
