PROBLEM TO BE SOLVED: To efficiently and precisely detect a scene in which a user has much interest to set a chapter and to efficiently and precisely detect a scene in which the user has little interest to set an end position of the chapter.SOLUTION: A chapter setting device includes: a keyword information data storing section 12 for storing first effective time during which a video continues to be reproduced from a time when a user keyword that a user sets appears and second effective time during which the video continues to be reproduced from a time when a related keyword related to the user keyword appears; and a chapter setting section 14 for setting a position where the user keyword or the related keyword appears as a chapter starting position, and for setting a position where a non-object keyword except for the user keyword and the related keyword appears after the first effective time or the second effective time has elapsed, after the chapter starting position, as a chapter end position.
