PROBLEM TO BE SOLVED: To detect the pass phase of a device as a difference with a required phase amount and calculate the direction and the amount of correction, thereby speeding up the stabilization of the pass phase.SOLUTION: A phase controller of the present invention comprises: a first coupler for branching a high-frequency signal into two; a first phase shifter; an RF processing unit; a second coupler for branching the output signal of the RF processing unit into two; a control unit for controlling the first phase shifter; an attenuator; a second phase shifter; a second distributor for distributing the output signal of the second phase shifter; a first distributor for distributing one of the output signals of the first coupler; a first synthesizer for synthesizing one of the output signals of the first distributor and one of the output signals of the second distributor; a first detector for detecting the output signal of the first synthesizer; a second synthesizer for synthesizing other of the output signals of the first distributor and other of the output signals of the second distributor, with their phases rotated 90 degrees; and a second detector for detecting the output signal of the second synthesizer.
