PROBLEM TO BE SOLVED: To provide a control device, an image forming apparatus, and a program capable of suppressing costs.SOLUTION: A control device includes: an EEPROM; a counting unit 214 that counts the number of times of rewrite of an eigenvalue stored in a data area of the EEPROM; a determination unit 216 that determines whether or not the number of times of rewriting is equal to or more than a first threshold; and a changing unit 218 that compares, when the number of times of rewriting is equal to or more than the first threshold, a value of the eigenvalue to be rewritten with a value of the eigenvalue after the rewriting, and when both values do not match, changes the storage destination of the eigenvalue from the data area to a back-up area of the EEPROM.
