Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a steering device capable of transmitting required power to a steering shaft, and to provide a ship including the steering device.SOLUTION: A steering device 100 rotates a steering shaft 1 connected with a helm of a ship and includes: a first oil pump 10a which generates first power for rotating the steering shaft 1; an accumulator 10b which accumulates the first power generated by the first oil pump 10a; a first switching valve 10d which transmits the first power accumulated in the accumulator 10b to the steering shaft 1 according to a steering command input; and a pressure sensor 10c which detects an accumulation amount of the first power accumulated in the accumulator 10b.
