Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an electrolytic solution for nonaqueous secondary battery use which makes possible to achieve both of flame retardance and good battery performance (cycle characteristics) at high level by use of an electrolytic solution containing a particular flame-resistant agent, and to provide a nonaqueous electrolyte secondary battery.SOLUTION: An electrolytic solution for nonaqueous secondary battery use comprises an electrolytic substance and a phosphazene compound in an aprotic solvent. In the electrolytic solution, a halogen-containing compound having a carbonyl group and a halogen atom accounts for 20-90 vol.% of the aprotic solvent.
