PROBLEM TO BE SOLVED: To display a comment corresponding to the position of a video being reproduced.SOLUTION: A comment creation and display device stores comment information in which a comment character string indicating a character string to be displayed during the reproduction of a video photographed while moving and a comment coordinate value indicating the coordinate information of a photographic position where the comment character string is displayed are associated. The comment creation and display device acquires the video and positioning data as information including a positioning time indicating a time when the photographic position of the video has been positioned and a positioning point indicating the coordinate information of the photographic position of the video, and controls the reproduction of the acquired video. The comment creation and display device creates, as a list, the comment character string of the comment information corresponding to the comment coordinate value whose distance from the positioning point of the positioning data corresponding to the reproduction time of the video being reproduced is not more than a predetermined distance, and displays the comment character string on a display screen where the video is displayed on the basis of the created comment list.
