PROBLEM TO BE SOLVED: To provide a wireless communication device capable of conforming to a network operation rule while reflecting a request of the wireless communication device when selecting a wireless communication system from plural wireless communication systems.SOLUTION: A wireless communication device 100 includes: a request transmission section 12 that transmits a request for using a desired wireless communication system selected from plural wireless communication systems available for any of standby or call connection; a determination result reception section 13 that receives a determination result which represents whether the use of the desired wireless communication system is permitted or not from a base station device; and a communication system determination section 14 that, when the determination result represents a permission, determines to use the desired wireless communication system, and when the determination result represents non-permission, determines to use a wireless communication system having higher priority.
