A gate disposed slidably with the rotor, and axially movable around and between a first position where a distal end of the gate 160 is positioned at a first distance from a circumferential face of the rotor, and a second position where a distal end of the gate is positioned at a second distance from the circumferential face of the rotor, is further provided. The distal end of the gate is restricted to be separated from an inner wall surface of the housing while close thereto, when the rotor is rotated around the rotor rotating shaft 129.
