Zusammenfassung:	PROBLEM TO BE SOLVED: To improve accuracy and verbosity level of abnormality diagnosis by abnormality determination of applications of a transmission source or a controller by using abnormality diagnosis results with respect to a plurality of communication messages.SOLUTION: A vehicle control device includes: a plurality of applications for controlling on-vehicle equipment; and a common execution environment section in which data exchange between the plurality of applications are performed. The vehicle control device includes: a communication protection section to perform abnormality determination of data when the plurality of applications exchange the data with the common execution environment section; and a system abnormality determination section to determine system abnormality from abnormality determination results obtained by the communication protection section.
