Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a D-VOR device capable of stably outputting a variable phase signal without reference to a state of a space.SOLUTION: A D-VOR device includes: a transmission signal generator 11; a carrier antenna 13 which radiates a carrier signal as a carrier wave into the air; sideband antennas 17to 17which radiate a sideband signal as a sideband wave into the air; a monitor device 19a which calculates the degree of FM modulation by monitoring a variable phase signal obtained through FM modulation on the radiated carrier wave and radiated sideband wave, and self-checks its state; and a control part 20a which generates a transmission output control signal for performing desired FM modulation by feeding back the degree of FM modulation calculated by the monitor device and sends the transmission output control signal to the transmission signal generator when a result of the self-checking sent from the monitor device is normal.
