PROBLEM TO BE SOLVED: To recover communication based on remote control protocols between a femtocell base station and an operation support system by remote operations when failure occurs in the communication between the femtocell base station and the operation support system.SOLUTION: A monitoring system 10 comprises: a femtocell base station 20 comprising a first control agent 21; an operation support system 30 comprising a first control manager 31 which remotely controls the femtocell base station 20; and a control server 40 comprising restart means 42 which restarts the first control agent 21 according to second remote control protocols different from first remote control protocols when failure occurs in communication from the first control manager 31 to the first control agent 21.
