Zusammenfassung:PROBLEM TO BE SOLVED: To provide a manufacturing method of a solid electrolytic capacitor improved in ESR characteristics and the solid electrolytic capacitor.SOLUTION: According to a manufacturing method of a solid electrolytic capacitor, on a surface of a sintered compact obtained by sintering a compact formed from valve action metal powder or on a surface of a roughened valve action metal foil, a dielectric oxidized coating is formed as an anode body, and a solid electrolytic layer is formed on a surface of the anode body. As steps of forming the solid electrolytic layer, the manufacturing method includes: a protrusion forming step (S3) of forming island-like protrusions in such a distributed manner that a coverage becomes 1 to 20%, the protrusion being formed from manganese dioxide of which the average diameter is 10 to 102 nm on a surface of the dielectric oxidized coating; and a conductive polymer layer forming step (S4) of forming a conductive polymer layer on surfaces of the protrusions and the dielectric oxidized coating.
