Zusammenfassung:PROBLEM TO BE SOLVED: To change a game operated by a conventional web browser into a form of a smart phone application.SOLUTION: A program generation device includes an access information generation unit, a transfer information transmission unit, and a program generation unit. The access information generation unit obtains content identification information and generates access information including an identification code newly generated. The transfer information transmission unit transmits the generated identification code and obtained content identification information to a transfer device. The program generation unit generates a program that operates on a terminal device and that causes the terminal device to read the generated access information, transmit the identification code included in the read access information to the transfer device and receive a content returned.
