PROBLEM TO BE SOLVED: To address such problems that it is impossible to derive a moving route of a mobile object on the ground other than roads and it is impossible to derive a route of the mobile object on the ground from information other than a number plate.SOLUTION: According to one embodiment, a route derivation device 10 for ground mobile objects includes: a storage section 13 that stores mobile object information including a position, a speed, and a type of each of a plurality of mobile objects on the ground and collection times thereof, and topographic information on the ground; a determination section 14 that determines a degree of coincidence of attributes of two mobile objects in the plurality of mobile objects and an arrival possibility of the two mobile objects from one to the other on the basis of the information stored in the storage section 13 and outputs a plurality of mobile object information groups; and a route derivation section 15 that derives moving route information between the plurality of mobile objects information groups that are determined same by the determination section.
