Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a windmill device and a wind force power generator that can easily avoid such a case that an excessive wind load is placed on a flange part of a wind tunnel body during a storm and excessive force operates on a member supporting it.SOLUTION: A windmill device 10 includes a cylindrical wind tunnel body 12, a windmill 16 provided in the wind tunnel body 12, and a flange part 18 provided at an outer periphery of the wind tunnel body 12, and further includes a plurality of opening parts 26 provided at predetermined intervals in a peripheral direction of the flange part 18, ventilation means 28 of opening the opening parts 26 for ventilation and also closing the opening parts to cut off winds, and driving means of driving the ventilation means 28. The ventilation means 28 is an annular disk provided coaxially with the flange part 18, and has wind shield plates at positions corresponding to the positions of the opening parts 26, and the annular disk rotates on its axis by predetermined angles to open and close the opening parts with the wind shield plates.
