PROBLEM TO BE SOLVED: To provide a billing system of a charging device that can bill only for a usage of a charging without fail and can bill without fail even when abnormality and the like such as a failure resulting in a defect in a charging operation of the charging device and the like upon the usage thereof.SOLUTION: A billing system of a charging device allowing for a charging operation to a charging device by a predetermined amount of a currency and the like being dropped in a currency processing device is configured to include: abnormality monitoring means that monitors abnormality of the device and generates a charging stop signal when the abnormality is detected; and means that, when the charging stop signal is generated from the abnormality monitoring means before the charging device starts a charging operation, gives the currency processing device a return instruction to return all amounts of a dropped-in amount, and, when the charging stop signal is generated from the abnormality monitoring means after the charging device starts the charging operation, instructs a charging stop for giving the currency processing device a settlement instruction to collect an amount equivalent to a usage fee from the dropped-in amount and dispense a difference between the dropped-in amount and the usage fee as a change.
