Zusammenfassung:PROBLEM TO BE SOLVED: To smoothly continue providing a service, such as a speech communication through a network, with a simpler system configuration.SOLUTION: A call relief system has a telephone conference application server 20, a monitoring server 30, and a SIP application server 10. The telephone conference application server 20 has a conference room generation section 21 which generates a conference room instance 22. The monitoring server 30 has a failure monitoring section 32 which detects a failure in the telephone conference application server 20 and transmits a failure notification signal including a monitoring ID to the SIP application server 10. The SIP application server 10 has: a conference room establishment section 11 which establishes a session between a user terminal 40 and the conference room instance 22 generated in a first telephone conference application server 20; and a new conference room establishment section 12 which establishes a session between the user terminal 40 and the new conference room instance 22 generated in the first telephone conference application server 20 or a second telephone conference application server 20 when the failure notification signal including the monitoring ID which specifies the conference room instance is received.
