PROBLEM TO BE SOLVED: To provide a testing device for a communication system, a testing program for a communication system, and a testing method for a communication system, which are able to maintain the system quality without increasing testing steps.SOLUTION: A testing device 1 for a communication system comprises: a data collection system 5 configured to capture operational telegraphic data circulating between an operating system 3 and an opposite system 13; a data creating section 7 configured to create testing data for circulation between a verification system 9 and a pseudo opposite system 15; an initial state setting section 2 configured to set the verification system 9 on the basis of the testing data so that an environment similar to the operational system 3 is reproduced; and a data comparison and determination section 11 configured to determine whether the verification system 9 is normal or abnormal by comparing the operational telegraphic data and the verification data captured when the testing data is input to the verification system 9 set to the initial state.
