Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a retardation agent from which a retardation film having desired optical characteristics can be made without requiring a liquid crystal alignment layer, to provide a retardation film from the above agent, and to provide a retardation agent that allows use of an environmentally-friendly solvent having low toxicity.SOLUTION: The photo-aligning retardation agent contains a polymer having a structural unit expressed by formula (1a) or the like in a predetermined molar ratio. In formula (1a), Arepresents any divalent group selected from 1,4-phenylene, pyridine-2,5-diyl, naphthalene-2,6-diyl and biphenyl-4,4'-diyl, which may have a specified substituent; R, R, Z, W, Weach represent a specified functional group; a represents an integer of 1 to 3; and p represents an integer of 1 to 12.
