Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a light-emitting device and a light-emitting module which have high efficiency and high reliability.SOLUTION: A light-emitting device 10 includes: a light-emitting element (LED) 15 which emits light by energization; a transparent substrate 11 which is provided with a transparent electrode 14 having permeability to light outputted from the light-emitting element (LED) 15 and supplying power to the light-emitting element (LED) 15 and has permeability to light outputted from the light-emitting element (LED) 15 and on which the light-emitting element (LED) 15 is loaded; and a light guide member 12 which has permeability to light outputted from the light-emitting element (LED) 15 and is provided on that side of the transparent substrate 11 on which the light-emitting element (LED) 15 is loaded.
