Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of reliably eliminating a gradation level difference between a plurality of gradation values in an image formed by using a multiple-valued dither method.SOLUTION: An image forming apparatus 100 includes a printer controller 120 and a printer unit 130 forming images using a multiple-valued dither method, and a memory unit 122 that stores two or more types of pixel density level setting data indicating correspondence between a plurality of pixel density level values that can be set to the pixels and density control setting values (exposure control PWM values) used for control of density of the pixels. The printer controller 120 and printer unit 130 switch between the two or more types of pixel density level setting data with a predetermined gradation value in an input image as a boundary and form image on the basis of image data of the input image.
