PROBLEM TO BE SOLVED: To provide an illuminating device and an illumination system capable of being applied to both first phase control means correcting a conduction phase on the basis of at least one of a phase control output and an inputted AC voltage value, and second phase control means performing phase control of an AC power supply voltage depending on a light-control signal, and of making an optical output be a required one corresponding to the light-control signal.SOLUTION: Any one of voltage detection means 32 and conduction phase detection means 33 is selected so as to correspond to first phase control means 2 or second phase control means 2'. In the first phase control means 2, even if an actual striking phase is corrected by using a striking phase based on a light-control signal, a phase control output voltage value is detected to control an output of lighting means 31. In a case that an output from the second phase control means 2' is supplied, the conduction phase detection means 32 is validated by means of selection means 35.
