PROBLEM TO BE SOLVED: To provide an issue system, a control program, and an issue server that can provide a cash card function to a portable information terminal already owned by a customer.SOLUTION: An issue server 5 includes: an identification data generation part 51 that generates identification information corresponding to transaction data received from an account opening server 7; and a storage part 60 that stores the identification information in association with the transaction data. A portable information terminal 1 has an issue request transmission part 15a that transmits an issue request for transaction issue data including the identification information on a user to the issue server 5, and the issue server 5 has an authentication part 52 that authenticates the user on the basis of the identification information included in the issue request and an authentication result transmission part 53 that transmits the authentication result. When the authentication is permitted, the portable information terminal 1 has an issue processing part 17 that performs issue processing between the issue server 5 and the portable information terminal 1 based on implementation of an issue application 22 by an application booting part 16, receives the transaction issue data from the issue server 5 and stores the received data in a User Identiy Module (UIM) 1b.
