Zusammenfassung:PROBLEM TO BE SOLVED: To improve the utilization efficiency of frequency resources in a multiple access system achieving multi-user communication.SOLUTION: A setting unit 10 sets a total communication period, a sub-communication period, the number of sub-channels, and the number of unallocated terminals. A multi-user data frame construction unit 11, until the total communication period becomes shorter than the sub-communication period or the number of allocated terminals reaches the number of unallocated terminals and using the number of sub-channels as an upper limit, performs allocation of terminals participating in implementation of multiple access while updating the remaining number of unallocated terminals, and constructs a multi-user data frame for all the terminals allocated for implementation of multiple access while updating the remaining total communication period. An ending unit 12 deletes the remaining communication period portion if the remaining total communication period is not 0, and carries over communication of remaining terminals to multi-user communication opportunities at the next time or after if the number of remaining unallocated terminals is not 0.
