PROBLEM TO BE SOLVED: To provide a substrate for a light emitting element which forms a sealing layer having a desired shape by potting of a resin material and prevents the deterioration of the light extraction efficiency by corrosion prevention of a silver layer.SOLUTION: A substrate for a light emitting element includes: a substrate made of an inorganic insulation material and having a mounting surface of a light emitting element; an element connection terminal formed on the mounting surface; a reflection layer which is formed on the mounting surface and is made of silver or silver alloy; a coating layer which is formed at a region on the mounting surface, which excludes an area on the element connection terminal, so as to cover a surface and an end edge of the reflection layer and is made of a first glass ceramic sintered body; and a dam layer which is formed on the coating layer so as to enclose the element connection terminal and is made of a second glass ceramic sintered body.
