PROBLEM TO BE SOLVED: To improve encoding efficiency of a depth image.SOLUTION: A predictive image generating device includes a predictive image generating part which generates a predictive image based upon predicted values as pixel values so that when the relation between depth values and parallaxes is not linear and predetermined conditions are met, the rate of contribution of some of depth values of a plurality of contiguous pixels adjoining a prediction object block to be predicted in a depth image to predicted values obtained by predicting depth values of respective pixels of the prediction object block becomes small.
