CONGESTION CONTROL SYSTEM

PROBLEM TO BE SOLVED: To provide effective congestion control at the time of a call origination within a network.SOLUTION: A web server 1 transmits a call origination request within a network describing a plurality of call destinations to an application server 2. The application server 2 decides if each of two call destinations is a restriction object or not. If any restriction object exists, an error response, describing a call destination of the restriction object as a congested destination, is sent to the web server 1. The web server 1 determines a congestion control method for controlling congestion at the congested destination described in the error response, and transmits a call origination request within a network, based on the determined congestion control method, to the application server 2.
