Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an organic EL light-emitting device and a method of manufacturing the same capable of improving light-emitting performance and manufacturing yield.SOLUTION: An organic EL light-emitting device 8 comprises: a substrate 58; drive circuits 34R, 34G, and 34B arranged on the substrate 58; an anode VIA electrode 70A arranged on the drive circuits 34R, 34G, and 34B; a lower electrode 30 arranged on the anode VIA electrode 70A; an organic EL layer 36 commonly arranged on the lower electrode 30; an upper electrode 38 arranged on the organic EL layer 36; a cathode VIA electrode 70K arranged on the substrate 58 and connected with the upper electrode 38; and a metal oxide layer 72 coating surface of the lower electrode 30.
