RESOURCE ALLOCATION FOR OPERATOR SHARING FREQUENCY BAND

PROBLEM TO BE SOLVED: To provide apparatuses which perform support to maintain flexibility where various kinds of operators of a communication system share infrastructures capable of using band resources efficiently, and on the other hand, each communication system operator modifies and updates transmission functions used in the communication system.SOLUTION: The system operator 35 can connect with an infrastructure resource 30, and can request a band resource slice 31 which has desired characteristics and a desired capacity. A slice manager 34 of the infrastructure resource 30 investigates whether the request can be fulfilled from an available free space, and considers an additional policy as an option. When the result is affirmative, the slice manager 34 supplies the slice 31 having a specific capacity which is the same as the request capacity of the system operator 35, or may not be the same. When the supply is acceptable to the system operator 35, the system operator 35 transmits an acceptance message to the slice manager 34.
