PROBLEM TO BE SOLVED: To preferentially provide a communication service with a mobile terminal even if a home location register (HLR) is in a congestion state if the mobile terminal moving between cells is set to a priority class.SOLUTION: A mobile communication control device receives a position registration signal transmitted by a mobile terminal 2, which moved from another area, towards a home location register (HLR) 30, and determines a device corresponding to its departure area based on its contents. The mobile communication control device obtains priority class information indicating whether transmission processing to the HLR has priority or not from the determined other mobile communication control device 200, and determines whether or not it will transmit the position registration signal to the HLR 30 on the basis of the obtained priority class information. According to the result of the determination, it transmits the position registration signal from a priority user to the HLR 30. Even if the HLR is in a congestion state, the HLR can preferentially provide a communication service because the mobile communication control device can obtain the priority class information on the mobile terminal which moved between cells.
