Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method for preventing accumulation of rounding errors caused by bilinear interpolation processing performed in motion compensation, in an image coding method where an intensity value of luminance or color difference is quantized into an integer.SOLUTION: With regard to a P frame for performing one-way motion compensation prediction, two kinds of frames of P+ frames 503 and 507 for rounding up a value resulting from adding 0.5 to an integer, and frames P- frames 505 and 509 for rounding down a value resulting from adding 0.5 to an integer are prepared.
