PROBLEM TO BE SOLVED: To improve accuracy of abnormality determination by traffic analysis.SOLUTION: A traffic data monitoring device 10 comprises: a collection function unit 11 which collects traffic information from a probe P and stores it in a traffic database 12; a traffic data classification function unit 14 per area characteristic which classifies the traffic data stored in the traffic database 12 per area characteristic on the basis of an area characteristic classification definition 15 and stores the classified traffic data in a traffic database 13 per area characteristic; and an abnormality determination function unit 16 which performs past time comparison and similar characteristic area comparison determination. The traffic data monitoring device 10 can reduce misdetections by abnormality determination by improving abnormality determination accuracy by traffic analysis by comparing traffic data of an area with traffic data of other areas having similar area characteristics.
