Zusammenfassung:PROBLEM TO BE SOLVED: To provide a power monitoring system and an electric vehicle, which can eliminate discrepancy between the amount of power measured by an outside-a-vehicle device and the amount of power measured by an electric vehicle.SOLUTION: The power monitoring system comprises an internal system 20 which monitors the power state of a storage battery 26 of an electric vehicle 2 and an external system 10, mounted in an external device 1, which monitors power supply to the electric vehicle 2, including a first feeding port 21 which delivers and receives AC power to and from the electric vehicle 2 and the external device 1, and a second feeding port 51 which delivers and receives DC power to and from the external device 1. The internal system 20 includes first feeding port power measurement means 22 for measuring a first amount of power supplied via the first feeding port 21 from the external device 1, second feeding port power measurement means 52 for measuring a second amount of power supplied via the second feeding port 51 from the external device 1, vehicle side communication means 28 for performing communication between the external device 1 and the internal system itself, storage battery power measurement means 27 for measuring the charge amount of power charged to the storage battery 26, and a monitoring unit 23.
