PROBLEM TO BE SOLVED: To provide a developing device capable of suppressing toner fall that occurs when a toner accumulated on a developer scattering prevention member falls, and an image forming apparatus including the developing device.SOLUTION: A developing device 4 includes: a developer carrier 81 that is provided rotatably, includes a magnetic field generation member 82 having a plurality of magnetic poles, and carries a developer having toner and a carrier on the surface thereof to convey the developer to a development area arranged opposite to an image carrier 1; a developer regulating member 12 that regulates the thickness of the developer on the developer carrier; and a developer scattering prevention member 160 that is arranged separated from the surface of the developer carrier within a range from the developer regulating member to the surface of the image carrier in a direction of rotation of the developer carrier, and prevents scattering of the developer. The magnetic field generation member is rotatably provided, and magnetic fields formed by the respective magnetic poles of the magnetic field generation member act on the developer on the developer carrier to nap the developer to form a magnetic brush; the magnetic brush moves while contacting an opposite surface to the developer carrier of the developer scattering prevention member in association with rotation of the magnetic field generation member.
