Zusammenfassung:PROBLEM TO BE SOLVED: To promptly and securely register a terminal device intended to join a PON system.SOLUTION: In a PON system performing communication at a plurality of types of transmission rates(L,M,H) in an uplink direction from a plurality of terminal devices 2-4 connected to a station side device 1 through optical fibers 5, 7-9, the terminal device makes a discovery response at one transmission rate(L) within a discovery period for allowing the station side device 1 to recognize an unregistered terminal device. By this, the station side device 1 can wait for the discovery response by associating a reception function with the transmission rate(L).
