PROBLEM TO BE SOLVED: To enable a communication provider to easily grasp an area which is highly needed for being communicable among out-of-service areas.SOLUTION: When a user carrying a mobile terminal device 1 moves to the out-of-service area, the mobile terminal device (1) acquires positional information indicating a current position and accumulates the acquired positional information as out-of-service positional information. The mobile terminal device (1), after accumulating the positional information, transmits the accumulated positional information to an out-of-service area monitoring device (2), when the user carrying the mobile terminal device (1) returns to a service area from the out-of-service area.
